FTA and SHPO Pursue Formal Clearance for Wynkoop Plaza

The Union Station site has hit the 40% constructed stage and Wynkoop Plaza design elements have garnered support by the project partners and involved stakeholders. The project, pushing forward, is ready to seek further federal funding support of the design and construction elements of Wynkoop Plaza. In order to allow federal support, FTA and SHPO have agreed to pursue formal clearance with a Categorical Exclusion and a 106 Consultation Process.

We're excited to see the project teaming doing everything they can to make Wynkoop Plaza a great public space!

Hi David,

Below is the response we got to your question:

The Wynkoop Plaza was not cleared as part of the federal project in the EIS and ROD approved in 2008. The plaza was assumed to be privately funded in association with the new private development so it did not receive the same level of environmental evaluation as the rest of the site at that time. RTD and DUSPA would now like to make the Wynkoop Plaza improvements eligible for federal funding so we are embarking on a new environmental analysis (a Categorical Exclusion) and historic impact evaluation (the Section 106 process). The Categorical exclusion does not require a public process – though it will rely on the significant public process to date. The Section 106 process requires that project team contact the historic “consulting parties” that reviewed the original EIS ROD and Section 106 process to provide them an opportunity to review and hopefully endorse the plaza improvements.
